If a creature's eyes, like a Blind Hoofplent's, once could see but no longer can, can further evolutions make those vestigial eyes see again?

I've just simply noticed that the Blind Hoofplent's the last Bearhog left!

Yes. But don't expect the 1st decedent to have great vision or anything.
