No, unfortunately you can't. I have to do it indirectly by exporting one of the export files(dxf?) into Blender than I can export it as .3ds from within blender. The imports into blender don't seem to be very good, perhaps its just me who doesn't know how to manipulate it properly yet or blender translates it differently...don't know exactly what it is...?
You might be-able to import other types of files directly into 3Ds max from terragen? Have a go, the unregistered version is free and only allows 512x512 as max but I did the above with this.
Can't you import my greymap and manipulate it in 3Ds?

Oh! just saw this plug-in that allows you to export terragen for 3DS Max. I don't use MAX so don't know how effective it is:-
